Economic and Political Causes of Genocidal Violence: A comparison with findings on the causes of civil war

چکیده

Genocide is different from civil war: it usually involves deaths on a much larger scale and targets particular groups – mostly civilians often with the aim of exterminating them. The violence is one-sided, and, fortunately, genocides are much rarer than civil wars. Although with genocide, as with civil wars, it is possible to identify underlying political and economic patterns that make genocide more likely, there have been two distinct strands of investigation by social scientists: studies of the economic and political causes of ‘normal’ civil war; and those studying genocide. This paper contrasts the findings of the two strands of investigation, focussing on quantitative investigations, exploring the main differences in findings, and pointing to policy conclusions that emerge. It finds that civil wars tend to be higher in low income countries and in intermediate regimes, whereas genocides tend to be higher in low and middle income countries and in authoritarian regimes. Both, however, are more common during political upheaval and transition. In the case of genocides, civil wars themselves are one important predisposing condition. Hence policies to prevent civil wars may also contribute to preventing genocide. Once a situation has evolved in which there are high risks or actual episodes, any policy advice about preventative action is likely to fall on deaf ears. What is important is that appropriate policies should be in place in every multiethnic society to avoid a high risk situation emerging. 1 I am very grateful to Annette Idler for research assistance; and to Graham Brown for very insightful comments on an earlier draft, 2 University Professor in Development Economics

Do Ethnic and Nonethnic Civil Wars Have the Same Causes?

A booming quantitative literature on large-scale political violence has identified important economic and political determinants of civil war. That literature has treated civil war as an aggregate category and has not considered if identity (ethnic/religious) wars have different causes than nonidentity wars. The author argues that this is an important distinction and that identity wars are due ...

8 Civil wars and guerrilla warfare in the contemporary world: toward a joint theory of motivations and opportunities

The use of systematic and organized violence to effect political change is a generalized phenomenon around the world. Singer and Small (1994) put at 137 the number of civil wars that killed at least 1,000 during the period from 1820 to 1990. The death toll from civil wars fought after World War II has been estimated at a minimum of 16.2 million (Fearon and Laitin 2003). According to the data ga...

Poverty and the Organization of Political Violence

I provide an analytical review of the literature on poverty and political violence, focusing on civil war. I also consider the effects of economic inequality and education. Expectations from rational choice theories of civil war are that violence will rise as income per capita, education, and economic growth decline. This is due either to the declining opportunity cost of violence or to the dec...

Review of Jonathan Fox’s Religion, Civilization, and Civil War

In the past ten years there has been increasing interest in rigorous, quantitative analysis of the determinants of civil war, ethnic violence, and other forms of domestic conflict. Scholars have analyzed the impact of ethno-linguistic fractionalization, terrain, economic growth, natural resources, and a variety of other factors. Little attention, however, has been paid to quantitatively estimat...

Terrorism, civil war, one-sided violence and global burden of disease.

Armed conflict and related violence, including terrorism and one-sided violence, has profound effects on people's health and lives. The purpose of this study was to determine the relationship between deaths due to terrorism, civil war and one-sided violence from 1994-2000 and disability-adjusted life years (DALYs) occurring in 2002 attributable to all causes and specific communicable and noncom...
